Two weeks ago, Chappell received a phone call. The man on the other end, who spoke with a pronounced accent, told her that she had won a new Mercedes and $2.5 million. The man told her that all she needed to do to claim her prize was to purchase a Green Dot Card and load it with $250. That was needed, he said, for verification purposes.
